How I can know if my circular polarizer has a moisture or mold damage?

I recently bought a used Canon 70-300 mm IS lens and the seller gave me a UV and circular polarizer. The goal, as I will be sending to clean and UV filter seem to be in perfect condition, but the polarizer when kept at light has a dark center with a lighter blue ring around him. In a place that seems as if the paper away from the shore and it seems there are more light spots (Moisture or bubbles) in the darker area of the filter. Also check out a small amount of daylight through the edge of glass and metal. The filter is B + W and though I know it is used, I wonder if this will affect the quality of the images I produce (Canon XSi) or whether it is better to replace it. Thank you!

Those things are visible. You do not have to go hunting for them if they were there, we would clearly see them. I'm not sure what else could be wrong with him. Why not go out and get a new one? What else cause is about thirty dollars. I'm sure the UV filter is fine, that lasts forever. If it is of still functioning, should be fine. For your comfort, and soothe your mind, why not get a new polarizer?
