Why look at pictures of high resolution with a zoom blurred out?

I've noticed many times that a high-resolution photo is perfectly suited sharp when zoomed in to its real size, but when I remove it, it becomes distorted and blurred. I tried this with many high resolution photos many different computer screens and always happens. What is going on and why?

In order to view a photo in a lower resolution, has to be "sample", which means that some of the pixels are rejected. The intention is that some programs are simply better at this than others. If you have access to Adobe Photoshop, for example, photos look as good in 25% or 50%, as do 100%.
