How do I create a circuit that turns off the power when a Lithium Ion Battery is fully charged?

Electrical and advise people hardware hacking people. Please help me solve this one out. Charging lithium ion battery is a more delicate that the burden of NiCd and NiMH. I was told that the local Radio Shack walking book of knowledge that the burden of lithium ion batteries requires greater control as lithium ion cells can be easily damaged if power is not disconnected in the final stages of a full load. He suggested that I not try to charge the lithium ion batteries with a power supply. He said that there must be a circuit like that is present in a Cell Phone, pda, ipod or current limit is reached when the battery charge. What do you know about this?

Well, NiCd and NiMH batteries can be charged and stop charging at full load without the help of a device to determine if full. Once the NiCd and NiMH is full, the current only passes through the electricity and waste (and if left charging at full load for extended periods can also damage the batteries). So really no disconnect. Just passing through. But in the lithium-ion batteries, needs some device type to determine if it is fully charged. Mobile phones, PDAs, iPods and the types of light (as it shows the loading screen, but not really on their own and normal) when connected to a stream so it can detect if it's fully charged. So basically, the device is the mini-computer determines the battery charge. So, to answer your question, do not try to create a circuit that switches off the current when a lithium ion battery is charged complete unless it has the capacity, materials, time and patience to do so. And steady hands. It's really hard to build a lithium Ion Battery Charger. PS Penguins!
