How to convert video tape so you can have on your computer?

I have video tapes that can be played on video player you can see it on TV, but I'm making a movie kind of tribute to someone and need to be filming it. So somehow I need to save the video tape on my computer (in format should not matter). You also know any video editing software, now I use Windows Movie Maker and Cyber Link Power Director. I have a PC, so do not think I can use iMove although I love the effects.
